Dr. Rosemarie Downer earned her doctorate in developmental psychology from the University of Maryland College Park in 1997. She devoted two decades to her role as a social science researcher at the U.S. Department of Agriculture and simultaneously operated her own firm, Precise Research & Evaluation, for 25 years. Additionally, she served as an adjunct professor at Bowie State University for 24 years, contributing significantly to both research and education before retiring to focus on her ministry.
